أكد قادة المدن أن التعاون والتعلّم المتبادل يشكّلان ركيزة أساسية لمواجهة التحديات الحضرية المشتركة. ومع تقديرهم للتنوّع الإقليمي، شددوا على أهمية اعتماد مقاربات تراعي الخصوصيات المحلية والفروقات الثقافية، وتعزز حلولًا حضرية مرنة يقودها المستوى المحلي، وتتشكّل من خلال تبادل الخبرات بين المدن.

أيد القادة اعتماد هيكل مرن يعقد على أساس دوري (كل سنتين) لحوار المدن العربية الأوروبية، بما يضمن المتابعة المنتظمة والقدرة على التكيّف مع المستجدات. وتتيح هذه الصيغة المتكررة تعاونًا مستمرًا، وتطورًا موضوعيًا، وتعزيزًا للشراكات بين المدن المشاركة.

ولضمان الاستمرارية والتنسيق، اتفق القادة على إنشاء مجموعة تنسيق مخصصة لحوار المدن العربية الأوروبية تحت مظلة المعهد العربي لإنماء المدن. وستتولى الأمانة مهام التنسيق والتخطيط والإدارة والتواصل، بما يعزز دور الحوار كمنصة مستدامة للتعاون بين المدن العربية والأوروبية.
